Successful implementation of the EU-Twinning project in Moldova

Swedesurvey has been implementing the Twinning project for the Agency of Land Relations and Cadastre (ALRC) - Organization, Streamlining and Computerization process in mapping in Republic of Moldova, in cooperation with State Geodetic Administration (SGA) of the Republic of Croatia as Junior Partner.

The Agency of Land Relations and Cadastre (ALRC) is a public authority carrying out execution, control, supervising, and other functions in the field of land relations, geodesy, mapping, cadastre and Geographic Information System (GIS) activities, and to some extent Land Information System (LIS) activities, both of them building up the structure of the so-called National Spatial Data Infrastructure (NSDI) of Moldova.

The project overall objective was to establish an improved mapping system in line with the EU standards and best international practices of management of geographical data. The project has been organized under four main result components:
Result 1: Geographic data umbrella law is drafted in line with the EU INSPIRE requirements
Result 2: An effective regional SDI solution with several stakeholders is demonstrated in line with EU best practices
Result 3: A local SDI solution with several stakeholders is demonstrated for pilot areas in line with EU best practices
Result 4: Network services in the field of data sharing are demonstrated under the responsibility of Agency for Land Relations and Cadastre

The project fulfilled all four mandatory results and all activities have been implemented. Swedesurvey and SGA have contributed with over 600 expert days through 100 missions, four study trips and one RTA on site for two years.

These good results were well demonstrated during the closing conference when several examples were presented by ALRC together with the stakeholders Cadastru S.E., Mitoc Village administration, Agriculture Information Centre, Orhei City Hall, Agency for Energy Efficiency, State Road Administration, Moldsilva (ICAS), Civil Protection and Emergency Situations. The presentation demonstrated data sharing between stakeholders when different datasets were combined to show different use cases. A geoportal with metadata and network services were also presented by ALRC during the closing conference.

Other stakeholders who have participated in the project were S.E. “INGEOCAD”, S.E. “IPOT”, Agency “Apele Moldovei”, Institute for Ecology and Geography, National Bureau of Statistics and E-Government Center.

The closing conference was chaired by the Director General of the Agency of Land Relations and Cadastre (ALRC) of the Republic of Moldova, Mr. Anatolie Ghilas and the conference was also attended by H.E. the Ambassador of the European Union Mr. Pirkka Tapiola, H.E. the Ambassador of Sweden Ms. Signe Burgstaller and H.E. the Ambassador of Croatia Mr. Davor Vidis.
